During this period, he experienced criminal detention during the “December 9 Church Case” in 2018, long-term house arrest, and was even followed and beaten whenever he stepped out of his residential compound. Behind the escalating charges lies the deep-seated, pathological fear of the totalitarian system toward unofficial organizations in civil society.
In the absolute control logic of the totalitarian system, any organization that does not accept the absolute leadership of the Party is a potential threat to regime security. Christianity has two core characteristics that directly strike the greatest weakness of totalitarian rulers:

House churches have established a highly cohesive social self-governing group outside the official system. This unofficial organizational and mobilization capacity causes extreme anxiety for rulers who are accustomed to eliminating all independent intermediary organizations.
Ultimate Accountability: The Political Pledge of Local Top Leaders
Looking through the entire decision-making chain, this systematic persecution—involving the cross-regional mobilization of police forces, over-limit secret detention in a black box, and the fabrication of “pocket crimes” at the last minute—is by no means something that grassroots investigators could decide on their own. The decision-making source behind it points directly to the local top leader.
As the highest leader of Deyang City, Liu Guangqiang, the Secretary of the Deyang Municipal Party Committee, cannot escape responsibility in this political case.
In multiple quarterly work meetings of the Deyang officialdom in the past, Liu Guangqiang repeatedly and sternly emphasized the need to clean up “illegal religious organizations.” In the current political ecology, elevating the normal religious gatherings of house churches to “inciting subversion of state power” not only demonstrates to higher authorities the local party committee’s political perspective of maintaining “political security,” but also secures huge financial appropriations and personnel quotas for the local stability maintenance system.
For the sake of so-called political achievements and a political pledge of loyalty to seek favor from above, the local top leader did not hesitate to openly trample on the bottom line of the rule of law, brutally persecute religious beliefs, and even single-handedly manufactured a humanitarian family tragedy where a pregnant woman must give birth alone. This political debt must ultimately be recorded under the name of the local highest leader, Liu Guangqiang.
Now, this case file, bearing the marks of pocket crimes by the police of two cities and the will of high-level officials, has been officially submitted to the People’s Procuratorate of Deyang City.
